SUMMARY
The Executive Director (ED) for Chamber shall be the Chief Administrative Officer of the organization.  The ED is responsible to the board of directors for the full range of activities which include but are not limited to – coordination and implementation of Board of Director’s Strategic Plan; organizational structure and procedures; motivation of volunteers; income and expenditures; employment, training and supervision of staff; interpretation of policy; maintenance of quarters; long-range planning.
 
DUTIES
  • ED is a non-voting member of all committees and the board of directors.
  • ED serves as advisor to the officers and committee chairs, guiding the development of the Chamber's overall program of work and committees and supervisor or delegate supervision and management.  ED will review and analyze information, data, minutes, agenda, and special reports as directed. ED will assist the chair of the board or responsible officers in selecting qualified personnel for committee work, direct processing of appointments to committees, and direct and organize specific projects with the motivation of volunteer leadership. ED shall coordinate the work of all committees and departments to see that projects are carried out in a timely manner. ED shall attend all board meetings and Chamber functions and shall meet with the chairs of all subcommittees and divisions regularly.
  • ED shall submit reports of committee and outreach activities to the board of directors, will schedule regular meetings of the executive committee and board of directors to keep the program of work on track.
  • ED shall be available to staff, officers and committee chairs to assist various projects.
  • With the assistance of the committee chairs, officers and staff, the ED shall be responsible for directing and implementing the program of work in accordance with the policies and direction of the board of directors. This involves constant evaluation of the program with recommendations for change as needed and a system of measuring progress toward attainment of program of work and community goals.
  • With the cooperation of the finance committee and/or Treasurer, the ED shall be responsible for the preparation of an operating budget, relating budget to program goals, subject to approval of the board of directors. Shall prepare specific plans for meeting the budget.

  • ED shall also be responsible for all expenditures within approved budget allocations and for the purchase, storage and use of all Chamber supplies and equipment.
 
  • The ED shall prepare monthly financial statements of income and expenses for board of directors' review and ensure financial records are audited or reviewed annually. Shall report to the directors any requests for expenditures not budgeted and seek maximum staff efficiency in all financial procedures.
  • ED is responsible for the income of the Chamber, including funds from other sources that are administered by the Chamber.
  • ED oversees the membership task force, supported by the staff, and is responsible for maintaining the membership at a level that will ensure necessary income for the operation of the program of work.
  • ED is the spokesperson for the Chamber and is responsible for all communication to the general public and media. ED shall supervise regular communication methods such as newsletters, bulletins, and press releases to the members and the community at large.
  • As official spokesperson for the Chamber with the media, the ED shall prepare news articles or material. ED shall maintain special publicity files for use in preparing such articles and maintain files of all clippings.
  • ED shall maintain close ties with other groups in the community and advise on developments affecting the business community. Shall review and evaluate legislation, pending or proposed which will have an immediate or future impact on the business community and shall keep all appropriate committees informed of any activities that may affect the business community.
  • ED is expected to work closely with local officials in each municipality to ensure good communication with the Chamber.
  • ED is the official spokesperson and shall represent the Chamber at various meetings, may appear as a witness before committees of local, county, state and federal governments or before regulatory groups. ED shall fulfill speaking engagements of importance to the Chamber, as directed by the executive committee or chair of the board.
  • ED shall bring to the attention of the executive committee any request for Chamber involvement in an issue that is outside of the program of work or mission of the Chamber.
  • ED is responsible for the employment of all staff personnel, the assignment of their duties, the supervision of the work, and the establishment, within the framework of the approved budget, of the terms of their employment. As indicated by the program of work, the ED creates such departments as are needed to implement the program. The ED will develop and conduct continuing on-the-job training programs, provide regular and documented performance feedback and will ensure participation in professional conferences, seminars and institutes as are needed to develop and maintain operations at peak efficiency. The ED must create working conditions that are conducive to maximum performance and employee morale.
 
 
 
  • ED shall maintain the administrative and visitor information center and any other Chamber organized buildings/spaces in a professional and efficient manner. The ED shall review regularly the hours of operation and ensure that members and visitors are properly served.
  • ED will ensure that Chamber policy, as established by the board of directors, is properly recorded in minutes. Will assist the board, committees, members and the staff in interpretation of policy in relation to any given question or program. Will assist the Chair of the board of directors in preparation of statements of Chamber position on public issues.
  • Under the direction of a constantly evolving board of directors and an annually changing roster of officers, the ED is responsible for maintaining continuity and consistency in programming. Based on proper research of community needs, the ED must anticipate emerging and long-range issues and recommend Chamber and community programs to meet such challenges.
  • ED has authority to enter the organization into binding contracts and agreements with the prior approval of the board of directors.
 
SUPERVISORY/MANAGEMENT REQUIREMENTS
Directly or indirectly supervises employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training and engaging employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

  • Bachelors Degree in Communications, Business or other related field required.
  • Minimum of 3 years experience in leading an organization.
  • Fundraising and development experience.
  • Proficient in Microsoft Office.
