The Buyer coordinates activities involved with procuring, warehousing, and distributing goods and services such as raw materials, parts, and supplies.   Acquires materials and services required for production operations and facilities upon analysis of requirement data or receipt of approved purchasing requisition.  Is responsible for commodities and supplier relationships.  Coordinates procurement activities to support business needs and minimize inventory. Supports planning activities. Compiles industry information to determine and develop long term arrangement to meet requirements at lowest total cost.  Reviews performance of suppliers, recommends sources of supply and negotiates prices.  Provides cost input for the quote and proposal process and makes buy decisions. 
 
Essential Duties
  • Reviews requirements data and requisitions to procure materials, such as stainless steel and other components, assemblies, MRO. 
  • Requests and evaluates quotes as necessary to recommend sources. Provide data and analysis for make/buy decisions. 
  • Negotiates with suppliers as necessary on new purchases or changes to existing purchase orders. 
  • Responsible for ensuring that open purchase orders are complete and accurate at all time reflecting accurate requirements, terms and conditions, quality clauses, etc. 
  • Confer with vendors to obtain product or service information such as price, quality, and availability.
  • Prepare and issue purchase orders, change orders, and bid requests.
  • Demonstrate appropriate leadership by professionally resolving both internal and external problems in a fair and ethical manner. 
  • Award contracts (within budgetary limitations and scope of authority) to supplier presenting best overall offer with regard to quality, cost, and delivery.
  • Coordinate scheduling of shipments and notifies concerned departments of arrival dates.
  • Confer with suppliers concerning late deliveries and notifies production and customer service.
  • Determine most efficient and economical routing, and mode of transportation for purchased materials and outside services.
  • Investigate causes of damages or shortages in deliveries, or overcharges for freight or insurance.
  • Maintain procurement records such as items or services purchased, costs, delivery, and product quality or performance.
  • Arrange for disposition of non-conforming, and surplus materials.
  • Utilizes ERP and other systems such as Made To Manage for planning and procurement. 
  • Maintain accurate inventory records and appropriate inventory levels by ensuring proper balance between maximizing inventory turns and ensuring ready availability of materials.
  • Analyze MRP requirements to determine present and future material needs and availability, including lead time, delivery dates and cost.
  • Participate in process improvement and other team oriented projects. 
  • Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.

Qualifications

One-year certificate from college or technical school; or three to five years related experience and/or training; or equivalent combination of education and experience within manufacturing industry.
  • Must have experience with commodities, components, assemblies, MRO and other facility related purchasing and planning.  
  • Proficiency and experience with ERP system preferred. 
  • Must be able to read and interpret documents such as technical product information, operating instructions, and procedure manuals. 
  • Able to write routine reports and correspondence.  Able to speak effectively and professionally before vendors and employees of organization.
  • Able to calculate figures and amounts such as total costs, discounts, proportions, percentages, weights and measures.
  • Adept at solving practical problems and dealing with a variety of concrete variables in situations where only limited standardization exists.
  • Able to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
